I will bring Conservative, Disciplined Leadership to the Clerks office.

This includes attention to detail in all aspects of the office and enhance the professionalism of the Deputy Clerks.

Carl Berthold is running for Kerr County Clerk in the March 2026 Republican primary.

Carl has lived in Kerr County for the past 8 years and currently works as a sales manager for a commercial air filter company based in Houston which requires a great deal of travel.

Carl understands the demands and requirements of the County Clerk and once elected will resign from his current position and devote himself full time to leading, managing and enhancing the County Clerk office through his Conservative, Disciplined Leadership. Carl will not be a part-time Clerk.

He had the honor of serving as a U.S. Marine for 11 years – from 1975 to 1986 as a flight engineer on a variety of aircraft before entering the business world.

“Conservative, disciplined leadership is the hallmark of how I have excelled as a U.S. Marine and as a successful businessperson. I want to bring this same conservative, disciplined leadership to the Kerr County Clerk’s Office,”

I view the role of the County Clerk as a CEO who must lead and manage a highly skilled and diverse group of professionals to best serve our “customers…the citizens of Kerr County” as well as other departments and agencies with whom the clerk’s office deals.

“Since becoming involved in politics at the local level and paying more attention to politics at the state and national level, I see this as an opportunity to use my experience to ensure the Kerr County Clerk’s office is running smoothly. I’m not saying that there is anything wrong with the office now, but there’s always an opportunity to improve.” 

“Same old methods, same old results.”  We have been doing the same thing, the same way for a long time and that doesn’t work for me. It may be a time for a change.”

I believe the citizens of Kerr County need a better understanding of what the county clerk’s office does and I want the office to be transparent and give citizens access to voice their concerns.

Some of the main duties of the county clerk are to serve as the clerk of the county court and the county commissioners’ court, process grants, manage the department (including people, budget and resources), act as a recorder of deeds and custodian of the public records related to marriage licenses, death certificates, births, real estate, and misdemeanor crimes, and maintaining compliance of all of the forementioned.  The clerk is also responsible for conducting countywide and special elections and handling absentee voting.  This is where my Leadership and Management capabilities will be beneficial.

I speak fluent Spanish which will be a benefit to clientele who might not speak English as their primary language. I also speak Portuguese after having lived in Brazil in my youth.

I am recognized by my peers as an inspiring leader, skilled in training, motivating, and coaching high-performing teams to deliver notable boosts in profitability and productivity.  I will bring these skills to the county clerk’s office when he is elected.  Benefit to both the citizens and office staff.

My desire to “lead-by-example” led me to pursue a Batchelor of Science in Business with a Marketing emphasis, and an MBA, both from Wright State University in Dayton, Ohio, while working and raising my young family.

“I am a Christian and a life-long Conservative and have been involved in local politics everywhere I have lived including Greenville, Ohio, Lake Charles, LA and now Kerr County. Now I am the Sgt-at-Arms for the Kerr County Republican Executive Committee”

I served as an election judge in the November 2024 general election in Kerr County. Around election time and for other events, I organize and run the Kerr County Trump Train that is seen throughout the county.

I have been married to my wife, Kim for 41 years and have two children and two grandchildren. I enjoy traveling to visit our children in Michigan and California, playing golf, walking our dogs, and kayaking with my wife. 

The Role of County Clerk

County Clerks in Texas have the following roles and responsibilities:

  • Issuing marriage licenses
  • Serving as custodian of records for the commissioners court, which is the governing body of the county and for civil and criminal county courts
  • Acting as a recorder of public records, including all bonds, deeds, birth and death certificates, and livestock brands
  • Ensuring that county records are maintained in a secure manner
  • Serving as chief elections officer in most counties*

* In most counties of Texas, County Clerks and their staff are responsible for running elections. This includes overseeing early voting sites, securing ballots, training poll workers, and certifying local election results.
